民营企业营商环境约束与对策建议——基于京津冀地区的调查

On Constraints and Countermeasures of Business Environment for Private Enterprise——Based on the Investigation of the Beijing-tianjin-hebei Region

市场化改革需要构建体制内外平等竞争的政策环境。"放管服"改革后政府服务效率没有大幅提高,民营企业三道门现象仍然存在、融资难问题突出、人才政策结构不合理、政策宣介不到位等,抑制民营经济活力释放。政策壁垒、行政壁垒和隐性壁垒共同形成营商环境约束。实行审核清单、正面清单和负面清单制度,构建亲民亲商的公共组织文化,加强公务员绩效考核;完善互联共享的信用体系和产权质押制度,发挥商会和协会融资担保作用;建立中小微企业服务政策,实行民营企业高技术人才特殊支持政策等改善民营企业营商环境。

The marketization reform needs to build the policy environment with fair competition between inside and outside of the system.Since the reform of＂fang-guan-fu＂,public service efficiency has not been greatly increased.There are still some problems such as three-door phenomenon in private enterprises,serious financial difficulty,unreasonable structure of talents policy and incomplete policy promotion.All of these inhibit the release of private economy energy.Policy,administrative and recessive barriers together form the constraints on business environment.The system of the audit list,the positive list and negative list should be practiced.The public organizational culture of populist and pro-business should be built.The performance appraisal of the civil servants should be strengthened.Such systems as credit system with interconnection and sharing and the pledge system of property right should be improved.The financing guarantee system from chamber of commerce and associations should be fully given play.And the service policy of small and medium enterprises as well as the special support policy of high technical talents in private enterprises should be formulated.
