环境群体性事件的发生是在非线性机制作用下的发展过程,具有复杂的发生机理和影响机制。环境群体性事件构成了对社会秩序稳定运行的冲击,造成了国家和人民利益的损失。政府部门要从维护人民群众利益的角度出发,努力从源头上消除环境污染与生态破坏;要加强教育宣传,提高社会公众的科学素养和政治素养;要建立健全环境信息公开制度、公众参与环境问题的民主决策制度和环境监管制度,充分听取社会公众的生态利益诉求;要建立健全环境群体性事件的应急决策与处理机制以及善后处理机制。

The occurrence of environmental mass incidents is a process under the action of nonlinear mechanism, which has complex formation mechanism and impact mechanism and constitutes the impact of the stable operation of social order, resulting in the loss of the interests of the state and people. So govern- ment departments should proceed from the perspective of safeguarding the interests of the masses, effort to eliminate environmental pollution and ecological damage from the source; strengthen education and pub- licity to improve the scientific literacy and political quality of the public ; establish a sound democratic de- cision-making system and environmental regulatory system which contains environmental information dis- closure system and public participation in environmental issues and listen fully to the public＇ s ecological interests; establish and improve the emergency decision-making and handling mechanism of environmen- tal mass incidents and aftermath processing mechanism.
