摘要
文章指出桐乡市龙翔街道"两分两换"政策实施存在宅基地置换节地效果不佳、资金难以平衡和土地承包经营权置换工作举步维艰等问题,分析了分家带来的农户数剧增、过高的统建安置比例、土地规模化经营和土地制度限制等影响原因。
This thesis points out such problems occurred during the implementation of "Two Separations and Two Exchanges" policy for Longxiang Sub-district in Tongxiang City as the ineffective land saving in the process of reclaiming rural residential land, the imbalance of capitals and the struggling in the efforts to replace contracted land management rights. Besides, it analyzes such causal effects as the rapid increase in peasant households due to house division, the excessive large placement proportion in the townhouse, the scale operation of land, and the restriction of land system.
