区域成人高校增强群团工作活力之探析——基于上海市长宁区社区学院“三服务”的实践

Analysis on the Vitality of the Mass Organization Work in Regional Adult Colleges and Universities——Based on the Practice of the "Three Services" in the Community College of Changning District, Shanghai

2015年,中共中央印发的《关于加强和改进党的群团工作的意见》,对新形势下加强和改进党的群团工作提出明确要求。区域成人高校如何适应新形势的发展要求,增强群团工作活力是当下亟待解决的一个课题。通过调研可知,区域成人高校群团工作取得了一定成效,但也存在不少问题。上海市长宁区社区学院在"三服务"理念下,通过打造青年志愿服务品牌、推动工会工作的创新实践、发挥共产党员示范岗的引领作用,不断增强群团工作的活力。研究表明,坚持"三性"是开展群团工作的首要前提,为群团组织选好人用好人是增强群团工作活力的关键要素,制定群团组织和工作制度是增强群团工作活力的根本保障,加强和改进群团组织的队伍建设是增强群团工作活力的重要基础。因此,区域成人高校要正确认识群团工作重要性,增强做好工作的责任感和使命感;群团工作要体现区域特色,为区域经济社会发展服务;群团工作要遵循办学规律,紧密结合教学开展工作;群团工作要适应成人学员的特点,增强群团工作的针对性。

in 2015, the CPC central committee issued ＂The Opinions on Strengthening and Improving the Mass Organization Work＂ and made clear demands on strengthening and improving the Party＇s mass organization work in the new situation.How to adapt to the development of the new situation of regional adult colleges and universities is an urgent problem to be solved. Under the concept of ＂three services＂, Changning District Community College in Shanghai constantly enhance the work vitality through building youth volunteer service brand, promoting the innovation practice of trade union work and playing a leading role of the Communist Party member＇s example posts. Studies show that adhering to the ＂politics, advancement and mass orentation＂ is the premise to carry out the mass organization work, choosing a right person to the post is the key factor, making a work plan is the basic guarantee to enhance the vitality, and strengthening and improving the work team building is the important foundation to enhance the vitality of the mass organization work.
