土地确权政策是否影响经济增长质量——来自2006—2015年山东省地市实证分析的回应

Adjudication of Land-rights Whether or Not Affected the Quality of Economic Growth——A Response of 2006 to 2015 Data from Shandong Province

土地确权政策与经济增长质量间的互动关系研究,迫切需要源于我国本土现实数据的分析验证。自2001年土地确权政策实施以来,农地大规模流转、发展农业适度规模经营等工作有了一定的产权基础。以山东省为例,从技术创新、人力资源、规模经营和制度创新四个方面分析了土地确权政策对区域经济增长质量的影响机理。研究表明,土地确权政策改善了土地分散耕作和抛荒的问题,促进了经济增长,但土地确权政策对发展规模农业、提升规模效率和区域经济增长质量的效果并不显著,区域经济增长质量提升有赖于技术创新与进步。因此,应加强三个结合——土地确权与规范农地使用立法相结合、规范土地流转市场与农民日常生活相结合、推动农业科技进步与农业产业化相结合。

The interactive relationship between the adjudication of land-rights and the quality of economic growth needed analysis and verification from Chinese local reality data. The adjudication of land-rights worked since 2001. Large scale transfer of farmland and the development of moderate scale management of agriculture had a certain property rights foundation. Taking Shandong Province as an example,this paper focused on the influence mechanism of the adjudication of land-rights on the quality of economic growth from four aspects of technical innovation,human resources,scale management and institution innovation. The quantitative results showed that the adjudication of land-rights had no significant effect on developing scale agriculture,improving scale efficiency and the quality of regional economic growth. The quality of regional economic growth depended on the innovation and progress of technology. The results showed that it should strengthen the combination of the adjudication of land-rights and the legislation of agricultural land use,regulate the land circulation market and farmers＇ daily life,promote the combination of agricultural scientific technological progress and agricultural industrialization.
