The Problem with the Basic Construction of Language and Words in the Implementation of National Security Language Strategy and Possible Solutions

摘要 国家语言能力的提升如今已事关国家软硬实力特别是国家综合实力的提升和国家的安全,具有战略意义。然而首先要抓好基础性建设工作,具体而言,一是要不断提升国民个人的语言能力,二是要确保汉语稳步而健康地走向世界。要不断提高全民的语言能力和文化素养,中小学的语文课必须进行积极而稳妥的改革,改革的主要方向就是引导学生多读书,读好书,大量阅读,大声朗读,适度背诵,勤于写作,以便让学生积累丰富的汉语书面语的语感,也有助于学生接受并传承博大精深的中华文化。另外,汉语教学特别是汉语国际教育需要及时调整,要编写出具有普适性、高质量的汉语教材,培养本土汉语教师,并需以科研引航,做好汉语教学各方面的基础性研究,以确保汉语稳步而健康地走向世界。 The core issue of national security language strategy is how can language, as well as language research and language work, play roles in and contribute to ensuring national security and safeguarding national interests? In thinking about this issue, we should take into account some important issues, such as language research and language work. How can they play roles in and contribute to ensuring ethnic harmony and national unity? How to play a role in and contribute to ensuring that the country is accelerating into the information age, the big data era, and the intelligent age? How to play a role and contribute to the construction of "the Belt and Road"? How can they play a role in and contribute to ensuring the participation of our country in the building of a community of human destiny? At the same time, we must consider the basic work in the implementation of the language strategy for national security, which is mainly about how to ensure that the language literacy and language ability of the national individual can be improved continuously; and how to ensure that Chinese? language can globalize healthily and steadily. Why is it that it is the basic construction of language in the implementation of the language strategies for national security to constantly improve the language ability of the national individual? Language competence includes national language ability and personal language ability. The improvement of national language ability is of strategic significance to the promotion of comprehensive national strength and national security now. The foundation of national language competence is the national individual's language ability. Nowadays, our national language proficiency is not optimistic and needs to be promoted. National language competence mainly refers to the literacy and ability of Chinese written language. Only when a child has a good command of the written language of his mother tongue can he or she continue to receive high quality education, including history and culture education, science and technology education and moral quality education, and can he express his thoughts and feelings in written language, in order to grow into a world citizen and do more for the country. In order to make children master the written language, we must guide them to read more, read well, read a lot, read aloud, recite properly, and write diligently so as to accumulate a rich sense of the Chinese written language. This should be the most important task of Chinese teaching in primary and secondary schools. Why is it that ensuring the healthy and steady trend of Chinese to the world is the basic construction of the language and characters in the implementation of the language strategies for national security? Chinese language advancing in the world is an important part of our language strategy. Carrying out good Chinese teaching not only builds the bridge of friendship to China -- the Chinese Bridge, for all countries in the world, but also helps us to communicate with the rest of the world, and also helps the Chinese language and Chinese culture to go to the world. It will contribute to the establishment of a community of human destinies. However, we must be soberly aware that in the past ten years, Chinese teaching has developed as a national cause, but there has been little progress from the perspective of discipline construction. The basic work in Chinese teaching is not well done. The following three aspects stand out. firstly, the compilation of Chinese textbooks did not find a correct entry point, not very good in considering how to melt Chinese culture infiltration in the textbooks, much less to see effective action. Language teaching must be accompanied by cultural education, and this kind of cultural education should be "sneaking into the night with the wind, moistening things silently", so as to achieve real results. Secondly, the basic research of Chinese teaching is not enough. Thirdly, training of native Chinese teachers is insufficient. Therefore, Chinese teaching needs timely adjustment, further positioning, guidance of scientific research, and all aspects of basic research to ensure that the Chinese language can steadily and healthily globalize.
