新型全球治理观指引下的中国发展与南极治理——基于实地调研的思考和建议

China's Development and Participation of Antarctica Governance under the Guidance of New Idea of Global Governance——Thinking Based on the Field Study

基于南极的全球公域属性及其对世界可持续发展的意义,现有南极治理体系面临着制度存续、主权划界争议、资源合理利用、人类活动管辖等方面的严峻挑战。中国倡导的以"构建人类命运共同体"理念为核心的新型全球治理观,为南极治理超越传统权力斗争和地缘政治博弈、建设性地化解矛盾争端提供了广阔空间。适应中国全球治理角色变化的需要,中国亟须重新认识南极在整体战略中的地位,不断提升深度参与南极治理的能力,为维护南极条约体系稳定、化解南极治理难题贡献中国智慧和方案。

The Antarctica, with its nature of global commons and significance of sustainable development, is closely associated with the well-being of the humanity. However, the current Antarctic governance system is facing severe challenges in regard to continuity of the institutional system, potential disputes on sovereignty and demarcation, utilization of resources as well as authority of human activities. Entering the new era, China＇s new idea of global governance, which is characterized by building community of shared future for mankind, provides new possibility for Antarctic governance to go beyond traditional power struggle and geopolitical game. As a responsible great power, China should rethink the significance of Antarctica within the whole picture of national strategy and upgrade the capacity of participating in Antarctic affairs, safeguarding its own national interests meanwhile offering Chinese wisdom to resolve thorny problems faced by current Antarctic governance system.
