在推进国家治理体系和治理能力现代化过程中,各地进行了积极探索,取得了一定成效,并积累了成功经验。通过理论回溯与案例验证,将多中心理论与协同学统合起来,运用到治理领域中,可以提炼出一种多中心协同治理模式。这一模式消除了单一中心治理存在的局限性,解决了治理主体的多元化问题;又提出了处理多元治理主体之间关系的合理方案,强调发挥多元治理主体之间的协同效应,因而具有较强的可行性。多中心协同治理模式为推进国家治理能力建设提供了一种具备操作性的治理方案。

In the process of promoting the modernization of national governance system and governance capacity, various regions have explored vigorously, achieved certain results, and accumulated successful experiences. Through theoretical backtracking and case validation, the model of polycentric synergetic governance can be extracted from the integration of polycentric theory and Synergetics which applied to the field of governance. This model eliminates the limitation of single-center governance to solve the pluralism problems of the governance subjects; and puts forward an ideal solution to deal with the relationship between the multiple governance subjects to emphasize the synergy between them, which has relative rationality and feasibility consequently. In conclusion, the model of polycentric synergetic governance provides an operable practical strategy to promote the construction of national governance capacity in China.
