基于PSR-改进TOPSIS模型的安徽省资源环境承载力评价 被引量:12

摘要 尝试将TOPSIS模型应用到城市资源环境承载力评价当中,以解决目前城市资源环境承载力评价当中参照标准的适用性问题。同时为了消除TOPSIS模型自身局限性,引入灰色关联法对其进行改进。从PSR(压力-状态-响应)3个方面选取18项指标构建城市资源环境承载力评价指标体系,运用熵权法对指标权重进行客观赋值,并以安徽省下辖16个地级市为例进行实证研究。结果表明,安徽省整体资源环境承载力处于中等水平标准,南北地区存在较大的空间差异,资源环境承载力南方地区明显高于北方,且存在一定的地域相近性。其中黄山承载力达到优等,池州、宣城承载力处于良好水平,安庆、六安、芜湖和合肥处于中等水平,铜陵、滁州、马鞍山、亳州、蚌埠、宿州、阜阳、淮北和淮南处于较差水平。同时分别对各城市的压力子系统、状态子系统、响应子系统进行分析并找出影响承载力水平的主要因素,改进后的TOPSIS模型运用到城市资源环境承载力评价能解决参照标准的适用上存在局限性的问题,为城市资源环境承载力评价提供新的思路和方法支撑,具有一定应用价值。 The TOPSIS model was applied to evaluating urban resources and environmental carrying capacity in order to solve the applicability of the reference standard in the evaluation of urban resources and environmental carrying capacity. At the same time, in order to eliminate the limitation of the TOPSIS model, the gray relevancy method was introduced to improve it. In this paper, 18 indexes were selected from three aspects of PSR(Pressure-State-Response) to construct the evaluation index system of urban resources and environmental carrying capacity through objectively assigning weights to indexes with entropy weight method, and conducting an empirical research on 16 prefecture-level cities administered by Anhui Province as an example. The results showed that the overall resources and environmental carrying capacity of Anhui Province was at a medium level. There was a big spatial difference between the north and south regions. The resources and environment carrying capacity in the south of Anhui was obviously higher than that in the north, and there were some geographical similarities. Among them, the carrying capacity of Huangshan was superior to all of the cities, and which of Chizhou and Xuancheng were at good levels; the carrying capacity of Anqing, Lu'an, Wuhu and Hefei were at moderate levels,while which of Tongling, Chuzhou, Ma'anshan, Bozhou, Bengbu, Suzhou, Fuyang, Huaibei and Huainan were at poor levels. At the same time, the pressure subsystems, state subsystems and response subsystems in each city were analyzed and the main factors that affect the carrying capacity were found. The application of the improved TOPSIS model to evaluating the urban resources and environmental carrying capacity can solve some limitations of the application of reference standards and provide a new idea and method for supporting the evaluation of urban resources and environmental carrying capacity, which have certain application value.
