多区域协同创新演化路径研究——构建3×3区域协同创新模式

The Evolution Path of Multi-Regional Collaborative Innovation:Building the 3×3 Mode of Regional Collaborative Innovation

进入21世纪，区域成为参与经济一体化的经济利益体，单个区域或行为主体在多元环境的创新活动常遇到一些无法解决的复杂问题，区域协同创新成为一种最佳可行性解决方案。文章从过程理论的角度研究多区域协同创新，探讨多区域协同创新演化路径，并依据参与协同创新的区域及行为主体的不同，将演化路径分为同主体多区域协同创新、同区域多主体协同创新和跨区域多主体协同创新三条。研究发现，在同主体多区域协同创新中，由于相同的行为主体存在共性，易达成利益共同体，协同创新目标特点由行为主体类型决定；在同区域多主体协同创新中，不同类型的行为主体具有不同的利益目标，协同需要逐步融合，但主体知识的多样性和互补性可以弥补其它主体的不足；在跨区域多主体协同创新中，相比前面两者，协同创新范围更广、形式更灵活、专业性更强，在协同创新过程中可以有效降低多元环境障碍，但显然也存在更多的协同障碍。文章还在三条演化路径分析的基础之上，以三个区域协同创新为例，构建了3×3区域协同创新模式及演化路径，为多区域协同创新提供新的发展思路。

In the 21st century, regions have been involved in the interests of economic integration, individual areas or players in the multivariate environment have frequently encountered some unsolvable problems, and regional collaborative innovation has be- come a more optimal feasibility solution. Based on the collaborative innovation theory, this paper discusses the evolution path of multi - regional collaborative innovation, and based on different regions and players participating in collaborative innovation, the evolution path is divided into the same player and multi - regional collaborative innovation, the same regional and multi - actor collaborative innovation, and the cross - regional and multi - player collaborative innovation. The study finds that it is easy to reach a community of interest in the same player and multi - regional collaborative innovation, and the goals of collaborative inno- vation are determined by the type of players; the collaborative process needs to be integrated gradually in the same regional and multi - player collaborative innovation, because the different types of players have different goals ; the cross - regional and multi -player collaborative innovation is wider, more flexible, more professional than before, but obviously there are more obstacles. Taking these three regions as example, this proactive builds the 3 × 3 mode and the evolution path to regional collaborative inno- vation, providing new development ideas for regional collaborative innovation.
