摘要
利用文献资料法和逻辑分析法,对社会体育组织的公共性悖论及成因等进行剖析并提出发展路径。结果显示:社会体育组织具有实践谱系和言论谱系方面的公共性价值;组织运作中,存在行政化、娱乐化、营利化等发展悖论,形成了政府公共性越位、社会公共性缺位、市场公共性补位的格局,致使社会体育组织的公共性发育不足;原因在于管理体制的阻隔、制度理性化的制约、运行机制的牵绊等,致使公共发展空间不足、社会参与深度不够、组织治理能力不强;只有进一步推进政社分离、促进条块整合、完善制度的民主化建设、健全运行机制等,才能使社会体育组织超越公共性悖论。
By means of literature review and logic analysis, this paper analyzes the public paradox and its causes of so cial sports organizations and puts forward the development path. The results show that social sports organizations have the public value of practice genealogy and pedigree; in the operation of organization, there are such paradoxes as administration, entertaining and profit-making, and the formation of the public offside of government, absence of social publicity, public pattern of subsidy, resulting in the lack of publicity of social sports organizations. The reason is that the management system barriers, institutional rationalization constraints, operational mechanisms tie, resulting in lack of public space for development, social participation is not enough depth, organizational governance ability is not strong. Only to further promote the separation of government agencies, and promote the consolidation of the bar, improve the democratization of the system, improve the operation mechanism, in order to make social sports organizations go beyond the paradox of publicity.
