运用文献资料、逻辑分析、文本分析等研究方法,以第十三届全运会竞赛制度改革为研究对象,通过对十三届全运会竞赛制度的改革内容、竞赛制度的具体制度文本、制度执行等进行梳理分析,剖析为适应体育强国背景下我国全运会竞赛制度改革的实然性与应然性。实然性:全运会举办地及竞赛项目设置不尽合理;全运会竞赛制度的赛风赛纪问题屡见不鲜;全运会竞赛功能的多元性要求三方面成为推动全运会竞赛制度改革的必然要求。应然性:完善竞赛制度文本,推动群众体育与竞技体育协调发展;建立健全竞赛制度的监督约束机制,构建竞赛制度利益相关者的激励机制;实现竞赛制度与制度执行环境的相容性,旨在有效推动我国体育强国的建设。
