舒缓“访”务困境的治理愿景——信访与中国治理空间的延展

信访曾是国家最基础、最有效的治理安排和制度设置之一。然而,在社会急剧转型的背景下,这种本土性、辅助性的政治制度正面临着前所未有的运行困境。在维稳原则的压倒性支配下,信访制度承受了社会治理低效的代价,异化为维稳的工具并为朝野所诟病。求解与舒缓中国的"访"务困境,需要对社会治理做总体性反思,并在此基础上提炼出新的思路和策略。基于中国的国情和政治制度架构,回归信访制度原本意义上的设计理念,使民众可以时刻触摸和感知这一快捷制度,从而使其政治价值得以刷新、政治活力得以释放,不仅是舒缓当前"访"务困境的因应之道,更是延展中国治理制度空间的长久之策。

Letters and visits for filing complaints had once been one of the most basic and effective governance arrangements and institutional settings in China. However, in the context of the rapid social transformation, this indigenous and supporting political system is facing an unprecedented operational dilemma. Under the overwhelming pressure from the principle of security and stability, the system of letters and visits has suffered from the inefficiency of social governance. It has been alienated as a tool for maintaining security and stability, and has been criticized by both the ruling and the ruled. Solving the dilemma in China＇s ＂letters and visits＂ system requires an overall reflection on social governance; on this basis, China needs to refine new ideas and strategies. Based on China＇s national conditions and political institution and framework, the original design concept for letters and visits system should be reconsidered so that the public can have access to this prompt system, and that its political value can be refreshed to release its political vitality. This is not only the appropriate approach taken to relieve the current dilemma in ＂letters and visits＂ system, but also a long-term strategy for extending the space of China＇s governance system.
