资源诅咒与新型资源观视角下的西藏矿业开发

Mining Development in Tibet from the Perspective of Resource Curse and New Resource-Based View

在一些自然资源富集地区特别是西部地区,"资源诅咒"这一经济现象是客观存在的。"资源诅咒"的形成机理主要是国家或地区对资源的过度依赖,进而忽略了其他创新和发展的机会。基于西藏地区的特殊性,在矿业开发和经济社会发展过程中,需要警惕"资源诅咒"现象的出现。在梳理资源观变迁历史的基础上,通过构建符合西藏实际的新型资源观,促进西藏更好的认识资源和使用资源,使潜在的"资源诅咒"转化为现实的"资源福音",走出一条西藏特色矿业开发道路。

In some areas of rich natural resources,especially in the west,the economic phenomenon of ＂resource curse＂ exists objectively.The forming mechanism of ＂resource curse＂ is mainly by the reason of the heavy dependency of the country or region on the resources,then other opportunities of innovation and development were ignored.On the basis of the particularity of Tibet,it is necessary to guard against the phenomenon of ＂resource curse＂ in the process of mining development and socio-economic development.Based on the changing history of resource-based view,the new resource-based view in line with the reality of Tibet was constructed to better understand and use resources of Tibet,and to convert the potential ＂resource curse＂ into the real ＂resource gospel＂,forming mining development with Tibetan characteristics.
