问题导向型小城镇环境综合整治规划策略与方法研究——以海宁市斜桥镇为例

Study on the Problem-oriented Planning Strategy and Method of Comprehensive Improvement of Township Environment:A Case Study of Xieqiao Town,Haining City

当前,我国正处于从城乡二元结构向城乡一体化发展的推进过程。小城镇具有连接城市和乡村的重要纽带作用,是推进国家新型城镇化和城乡一体化发展的战略节点,在城乡发展中起着呈上启下的关键作用。然而在现阶段,兼具城乡特点的小城镇不仅没有体现城市和乡村的优点,反而兼具了其缺点。本研究以浙江省海宁市斜桥镇为例,基于城镇环境现状特色和面向城镇未来发展的视角,以问题为导向进行小城镇环境综合整治规划策略和方法的研究。通过区域关系研究和城镇环境制约根本因素挖掘,提出以道路交通整治带动城镇秩序整治,恢复城镇历史风貌特色的同时对城镇环境卫生进行全面优化的整治规划策略。通过见微知著的更新手法而非大刀阔斧的建设,使城镇环境整治更具针对性和可行性,为小城镇更新整治提供可参考的技术路径。

At present, our country is in the process of promoting the integration of urban-rural dual structure to urban-rural integration. As an important link between cities and villages, small towns are key nodes that promote the national new-type urbanization and urban-rural integration and play a pivotal role in the urban-rural development. However; at this stage, small towns that are both urban and rural have not only failed to reflect the advantages of cities and villages, they have both shortcomings. This study takes Xieqiao town, Haining city, Zhejiang Province as an example. Based on the current situation and characteristics of urban environment and the perspective of the future development of cities and towns, the research focuses on problem-oriented planning strategies and methods for the comprehensive improvement of the environment in small towns. Through the study of the regional relationship and the excavation of the basic factors of the urban environmental constraints, the paper proposes a planning strategy of comprehensively optimizing the urban environmental sanitation, which is driven by the road traffic regulation and remediation of urban areas and restoration of the historical features of the urban areas. Seeing through the know-how of updating rather than drastic construction makes urban environment remediation more pertinent and feasible and provides a reference technological path for the renovation and remediation of small towns.
