盲式演练在口岸突发公共卫生事件应急处置中的应用

Application of blind drill in response of public health emergencies at ports

本文结合2017年9月黄骅港口岸举办的突发涉恐事件应急处置盲式演练,分析盲式演练在口岸突发公共卫生事件应急处置中的应用。与传统演练相比,尽管盲式演练存在现场展示效果差、对现场组织要求高等不足之处,但同时具有更加贴近实战、易于发现不足、督促全面提升等诸多优点。因此,盲式演练对于提升口岸应急能力有较大的促进作用,值得推广。建议今后从建立演练题库、制定规范文件、强化桌面演练、注重现场解说等方面着手提升盲式演练的效果。

Based on the blind drill of response to emergencies involved terrorism at Huanghuagang port in September 2017,this paper analyzed the application of blind drill in response of public health emergencies at ports. Compared with the traditional drills,blind drill showed the poor effect of on-site display and the high demand for on-site or-ganization. On the other hand,it had many advantages such as being more close to the actual combat,being more likely to find out problems and propelling the promotion in an all-round way. So blind drill will play a significant role in promoting emergency response at ports and should be generalized. The effectiveness of blind drill could be enhanced through establishing drill test bank,developing documents and regulations,strengthening the desktop exercises and the on-site commands.
