中国特色社会主义进入新时代,向我们提出了"新时代中国特色残疾人事业发展"的重大课题。在改革开放四十周年、中国残联成立三十周年到来之际,回顾中国特色残疾人事业发展历史,分析未来发展趋势,明确新的历史方位和时代坐标,对于开拓新时代中国特色残疾人事业新局面,具有重要的理论和实践意义。文章分上下两部分发表,本期刊出的部分从历史逻辑、实践逻辑和理论逻辑三个角度回顾中国特色残疾人事业过去四十年的历史进程。

Socialism with Chinese characteristics has entered a new era, and put forward a major issue of ＂the development of persons with disabilities with Chinese characteristics in the new era＂. On the p 40 th anniversary of reform and opening up and f 30 th anniversary of the founding of the Chinese disabled federation, reviewing the historical process of the development of persons with disabilities with Chinese characteristics, analyzing the future developing trend, and further defining the new historical position and era coordinates of China＇s cause of persons with disabilities are of great theoretical and practical significance to open up a new situation for the cause of persons with disabilities with Chinese characteristics in the new era. This article is divided into two parts. This part reviews the historical process of the past forty years of the cause of persons with disabilities with Chinese characteristics from three angles： historical logic, practical logic and theoretical logic.
