国外残障者社会保障模式分型研究

Research on the Foreign Social Security Mode of Persons with Disabilities

源于各国的社会保障体系以及历史文化特点,国外残障者社会保障制度在实施过程中体现出不同的模式。文章运用福利三角理论与社会治理理论,系统分析了残障者社会保障供给主体即市场、政府以及社会组织的角色,构建了三者的关系模型,阐明了残障者社会保障供给主体的角色与功能边界。基于市场、政府以及社会组织不同的定位,本文将国外残障者社会保障分为政府与市场叠加型、政府主导型及政府与社会组织叠加型三种模式,并在此基础上进行了国别类型与对比分析,着重分析了市场、政府以及社会组织在不同类别与典型国家中的作用。

From the social security system and historical and cultural characteristics of various countries, the implementation process of the social security system for persons with disabilities in the world showed different patterns. Using the theory of welfare triangle and social governance, the paper systematically analyzed the role of the three departments of social security for persons with disabilities, and constructed the relationship model of the market, government departments and social organizations, clarified the role and function of the social security supply subject for persons with disabilities. Based on the different roles of market, government and social organization, the paper divided the social security type of persons with disabilities into three models： the government and the market, the government and the government and the social organization, made a comparative analysis of the country types based on the above paper, and analyzed the functions of market, government and social organizations in different categories and typical countries.
