摘要
扶贫开发的经验表明,能力不足是最大的贫困,扶贫必扶智,治贫先治愚。教育部在滇西边境山区开展以智力开发为重点的教育扶贫,立足长远拔穷根,教育扶贫取得重大成效。研究发现,特困县办学条件整体领先于经济社会发展,但还存在不少薄弱环节。为使教育有效阻断贫困代际传递,发挥脱贫致富的根本作用,还需把脉问诊对症下药,着重解决国家关心的控辍保学、读书有益、贫困地区与普通农村教育差距拉大等问题,设计出贫困地区教育脱贫推进的长效机制,采取内涵发展为主的组团式帮扶策略。
The experience of poverty alleviation and development shows that the biggest shortfall is lack of ability and wisdom.The Ministry of Eeducation has carried out educational poverty alleviation based on intelligence development in the mountain areas along the western border of Yunnan province.This study found that the conditions of schooling in poverty-stricken counties are ahead of their economic and social development,but there are still many weaknesses.In order to enable education to effectively prevent the transmission of poverty,it is necessary to focus on the issues,such as solving the dropout problem,benefit of studying,the widening gap between the poverty-stricken areas and the ordinary rural education,and design a long-term mechanism for the promotion of poverty alleviation in the poor areas,and adopt a connotative-development-based group assistance strategy.
