2005-2014年新疆维吾尔自治区专业公共卫生系统机构及人员变动情况研究 被引量:3

Survey on the dynamic change of public health institutions and the employees in Xinjiang Uygur autonomous region in 2005-2014

摘要 目的分析新疆维吾尔自治区专业公共卫生系统机构及人员近十年变动数据,掌握新疆维吾尔自治区专业公共卫生系统配置状况及发展趋势。方法收集2005-2014年新疆维吾尔自治区专业公共卫生系统机构及人员变动数据,进行描述性分析,并与全国数据进行对比。结果 2005-2014年新疆维吾尔自治区专业公共卫生系统总机构数量年均增长率为8.85%,卫生人员年均增长率为4.02%。其中,卫生机构中出现负增长的为专科疾病防治院,增长最快的为卫生监督所,其次是急救中心;公共卫生人员发展缓慢的有专科疾病防治院、疾病预防控制中心,分别为-6.94%、-0.06%,人员发展较快的机构包括计划生育技术服务机构、卫生监督所及急救中心分别为26.70%、14.72%、6.23%。新疆维吾尔自治区疾病预防控制中心机构数高于全国水平,但是专科疾病防治院、急救中心低于全国的水平;疾病预防控制中心人员配备数量高于全国,但专科疾病防治院、妇幼保健院的人员配备方面低于全国水平。结论新疆维吾尔自治区专业公共卫生机构配置总数基本达标,但专科疾病防治院和急救中心数量较少;公共卫生人才总量不足,专科疾病防治院、妇幼保健院较为突出。尝试建立符合新疆维吾尔自治区地域特点的公共卫生人力资源配置指导原则,有效优化公共卫生系统机构及人员配置。 Objective To understand the dynamic change of public health institutions and the employees in the recent 10 years in Xinjiang Uygur autonomous region. Methods A descriptive analysis was performed on dynamic change data of public health institutions and the employees collected from 2005 to 2014 and was compared with the national data. Results The average annual growth rates of the total number of public health institutions and total number of employees in Xinjiang were 8.85% and 4.02%,respectively in 2005-2014.The fast growing in number was the health supervision station,followed by emergency center.In the ten year period,-6.94%and-0.06% of the employees relocated their jobs.More people were employed in birth control technical service institutions,health supervision institutions and emergency centers(26.70%,14.72%,6.23%).There were more CDCs and more employees in Xinjiang Uygur autonomous region compared to the national average,but less number of institutions for specialized diseases prevention and treatment and emergency centers.The number of employees in prevention and treatment institutions for specialized diseases as well as in maternity and child health care institutions were lower than the national average. Conclusions The total number of public health institutions in Xinjiang Uygur autonomous region is basically up to standard,but the numbers of institutions for specialized disease prevention and treatment and emergency centers are relatively low.There are not enough employees in the public health institutions especially in those for specialized disease prevention and treatment and in maternity and child health care institutions.Therefore,it is necessary to optimize the public health institutions and the employees in Xinjiang Uygur autonomous region.
