金融机构精准扶贫绩效评价体系构建——基于KPI和AHP方法的分析

Construction of Performance Appraisal System of Financial Institutions' Targeted Poverty Alleviation:Analysis Based on KPI and AHP

精准扶贫是当前扶贫工作的重要思想,是我国全面实现小康社会的重要机制保障。金融精准扶贫可以拓宽扶贫融资渠道,为精准扶贫提供强有力的资金支持。金融精准扶贫的要点在于对资助对象的精确识别、精准帮扶,以及对精准扶贫成效的分类管理和动态考核上,因此金融机构精准扶贫的绩效评价工作具有重要意义。通过KPI方法构建金融机构精准扶贫绩效评价体系,认为金融机构精准扶贫绩效评价应当从3个方面来考虑:一是财务业绩表现,包括财务效益、资本安全和可持续性;二是业务执行表现,包括产品开发、业务覆盖、执行力度和执行效果;三是外部表现,包括市场份额和客户满意。通过专家打分法与层次分析法(AHP)来确定这些要素在评价体系中的权重,并就提高金融机构精准扶贫绩效提出了三方面的政策建议,为准确考核金融机构的精准扶贫绩效、推进金融机构精准扶贫工作提供参考。

Targeted poverty alleviation is an important idea in current poverty alleviation project, as well as an important guarantee mechanism for China to construct a well-off society. Financial targeted poverty alleviation can broaden the financing channels for poverty alleviation and provide strong financial support. The key of financially targeted poverty alleviation lies in the accurate identification of the sponsored target, accuracy of targeted aid, as well as the classification management and dynamic appraisal of the effectiveness of poverty alleviation. Thus it is of great significance to appraise the performance of financial institutions in their poverty alleviation. This paper uses KPI method to construct an appraisal system to evaluate financial institutions＇ performance in their poverty alleviation. It＇s stated that 3 kinds of performance should be considered： 1. the financial performance, including financial efficiency, capital safety and sustainability; 2. the business execution performance, including product development, business coverage, execution force and effect; 3. the external performance, including market share,customer satisfaction. Weight of these elements in evaluation system is determined by expert scoring and analytic hierarchy process（AHP） method. And three policy suggestions are put forward on improving the performance of financial institutions in targeted poverty alleviation as reference to accurately assess the performance of financial institutions in poverty alleviation effect, and promote financially targeted poverty alleviation.
