长三角地区国家生态县生态文明建设绩效评价

The Performance Appraisal of Ecological Civilization Construction of National Ecological County in Yangtze River Delta

基于党的十八大提出的＂五位一体＂总体布局,构建了包含生态经济、生态环境、生态文化、生态社会和生态制度共5项二级指标、20项三级指标的生态文明建设绩效评价体系,从而对长三角地区15个国家生态县（市、区）的生态文明建设绩效进行综合评价。研究结果表明：2005—2015年,长三角地区国家生态县的生态文明建设绩效指数呈上升状态,其中浙江省国家生态县的生态文明建设绩效指数总体上高于江苏省,但后者的生态文明建设绩效指数的增长潜力更高。在研究期内,比较各国家生态县的生态文明建设绩效的增长幅度,开化县增幅最大（75.02%）,磐安县增幅最低,只有11.68%。因此,仍需进一步完善国家生态县生态环境管理体制,加强生态环境质量的监督和管理,提高公民的物质文化水平和环保意识,以推进县域生态文明建设绩效的持续提升。

The paper is based on the political, environmental, cultural, social and ecological areas, which was proposed by the 18 th Communist Party of China National Congress. Based on the performance of an evaluation index system of ecological civilization construction, this paper comprehensively evaluated the ecological civilization development in 15 national ecological county of Yangtze River, which consists of five second indicators and 20 third indicators. The study found that： The performance index of ecological civilization construction in the national ecological country of Yangtze River continued to increase during 2005 to 2015. The performance index of ecological civilization construction in Zhejiang Province is higher than that in Jiangsu Province, however, the latter＇s increasing of performance index of ecological civilization construction has more potential. During the study period, compared with the growth rate of performance index of ecological civilization construction in different national ecological county. Kaihua County has a great increasing, being 75.02%, on the contrary, Pan＇an County has the smallest growth, only 11.68%. In order to promote the development of the county ecological civilization construction, national ecological county should improve the national ecological county＇s environmental management system, strengthen the supervision of ecological environmental quality, and improve people＇s material and cultural level and environmental awareness.
