关于完善合资铁路投资计划管理的思考和建议

Research and Suggestion on Improvement of Investment Plan Management in Joint-venture Railway

随着合资铁路公司数量、运营里程及运营时间的增加,合资铁路更新改造计划管理中不同程度存在责权不清、多头管理、资金不足、难以落实等问题。针对合资铁路投资计划管理的现状及存在问题,提出完善建议:理顺项目规划与投资计划的关系,继续完善项目储备库制度;理顺计划管理和建设管理的关系,提高勘察设计质量,合理控制投资;调整结构,把握更新改造投资的方向和重点;合理编制更新改造计划,统筹安排投资项目;强化合资铁路管理关系,提高管理效率。

With the increase of the number of joint-venture railway enterprises, operation mileage and operation time, the management of updating renovation plan for joint-venture railway encounters several problems such as ambiguous responsibility power, multi-aspect management, insufficient fund, difficulty in implementation, etc. Aiming at the status quo and existing problems in the management of investment plan for joint-venture railway, this paper proposed the suggestions on improvement. It clarified the relationship between project plan and investment plan, continuing to improve the system of project reserve pool. It clarified the relationship between plan management and construction management, improving survey design quality and controlling the investment. It adjusted the structure, mastering the direction and key points in the updating renovation investment. It worked out a reasonable plan for updating renovation, coordinating the investment project arrangement. It strengthened the management relationship in joint venture railway, improving the management efficiency.
