国内外立体绿化公共政策的比较研究

Comparative Study on Three-dimensional Green Public Policy at Home and Abroad

本文对国内外一些立体绿化发达城市的公共政策进行了对比研究。主要从强制性政策法规和激励性措施两大方面比较,强制性政策法规主要是关于立体绿化的立法,激励性措施可分为税费减免、容积率奖励、绿地面积折算、财政补贴和其他五个分项。通过逐项的对比,得出我国在立体绿化的公共政策方面存在的不足与缺陷。

This paper makes a comparative study on the public policies of some three-dimensional green developed cities at home and abroad. Mainly from the two aspects of mandatory policies and regulations and incentive measures, the mandatory policies and regulations are mainly about the legislation of three-dimensional greening. Incentive measures can be divided into tax and tax relief, volume rate incentives, green area conversion,financial subsidies and other five sub items. Through the comparison of the item by item, we get the deficiency and the defect in the public policy of the three-dimensional greening.
