摘要
深入剖析当前煤炭科研院所科技人员激励现状和存在问题,结合国家出台的市场化激励政策和典型企业对标,设计科技人员激励机制建设的思路、框架及建设内容,提出提升激励效果的政策建议,包括加强科技人才工作的领导、编制科技人才规划、制定科技人员激励体系、加大科技人员激励的政策扶持。
This paper analyzes the current situation and problems of the motivation of scientific and technological personnel in coal research institutes. Combined with the market-oriented incentive policy and typical enterprise benchmarking,the ideas,framework and contents of the incentive mechanism for scientific and technological personnel were designed. And policy suggestions for promoting incentive effect on scientific and technological personnel were proposed including strengthening the leadership of talent work,Compiling the talent planning,formulating incentive system and increasing policy support.
