新时代加快发展铁路集装箱运输的必要性及建议

Necessity and Proposal of Accelerating the Development of Railway Container Transport in Chinese New Era

以集装箱运输为载运工具的多式联运，是降低全社会物流成本，提高经济发展质量的重要载体，促进多式联运发展已上升到国家战略。但是，受铁路集装箱运输的制约，我国多式联运水平远低于发达国家。本文从设备设施、运输组织模式、信息共享、服务水平等方面系统分析了铁路集装箱运输发展现状及存在问题，并提出了促进铁路集装箱运输快速发展的建议。论述了新时代加快发展铁路集装箱运输的必要性，探讨了铁路集装箱在多式联运及新时代经济发展中的作用，从而积极推动铁路集装箱运输发展，推进全社会货运供给侧结构性改革，支撑我国经济高质量发展。

Multimodal transport, with container transport as a carrier, is an important way for reducing total social logistics cost and improving the quality of economic development. Accelerating the development of multimodal transport has risen to the national strategy. However, due to the restriction of railway container transportation, the level of multimodal transport in our country is much lower than that of developed countries. This paper systematically analyzes the current situation and existing problems of railway container transport from the aspects of equipment and facilities, transport organization mode, information sharing and the level of service, and puts forward some suggestions to promote the rapid development of railway container transport. It clarifies the necessity of accelerating the development of railway container transport in new era, and discusses the role of railway containers in the intermodal transport and economic development in new era. And thus, this paper can actively drive the development of railway container transport, promote the supply-side structural reform of freight for the whole society, and support China＇s economic development with high quality.
