Social Education History in Japan Since 1945:Based on the Study of the Civic Hall

公民馆是二战后日本社会教育活动的中心设施。从二战后初期“万能型”“综合型”设施转变为教育、学术及文化机构，公民馆为保障日本国民的学习权和受教育的机会均等发挥了重要的作用。20世纪80年代以后，终身学习体系下的公民馆面临着重新定位和转型的境遇，这是历史发展赋予公民馆的新的挑战。

The civic hall is the core organization for social education in Japan after 1945. With its transformation from a comprehensive organization to a cultural and academic organization with edu cation as the core,the civic hall has played an important role in ensuring the learning right and equal opportunities of access. As the concept of lifelong learning become readily apparent after the 1980 s,the civic hall is facing a new challenge of transformation.
