完善我国环境行政监督体制的研究与建议

Research and Recommendations on the Environmental Supervision System in China

建立和健全适应社会主义市场经济的环境管理新体制,强化环境保护"统一法规、统一规划、统一监管"的职能,加强环境监理、监测、科研、信息和宣传教育工作,确保环境保护基本国策的贯彻落实是现阶段我国对环境行政监督体制的要求。针对我国现阶段环境行政监督体制构建仍不够完善的现状,本文结合法理学和环境法学的有关理论,研究分析了我国现行环境行政监督体制存在的问题,并就完善我国环境行政监督体制提出了一些建议。

The requirement of China’s environmental administrative supervision system at the present stage was that establishing and improving the new system of environmental management adapted to socialist market economy, Strengthening the functions of environmental protection ＂unified regulation, unified planning, unified supervision＂, intensifying environmental supervision, monitoring, scientific research, information and publicity education work and making sure the implementation of the basic state policy of environmental protection.In view of defect of the present construction of environmental administrative supervision system, combined the theory of jurisprudence and environmental law, this paper studied existing problems of the present environmental administrative supervision system and put forwards some suggestions and recommendations to environmental administrative supervision in China.
