摘要
根据扩大国有土地有偿使用范围要求,各地应编制并公布公共管理与公共服务用地基准地价。本文首先从学术研究与现实研究入手,分析制定公共管理与公共服务用地基准地价的背景和现状;其次从用地特点、技术路线、土地定级、基准地价评估、地价修正体系等五个方面构建公共管理与公共服务用地基准地价技术体系;最后提出四点关于建立公共管理与公共服务用地基准地价体系的政策建议。
According to the requirements of the reform and local demand, it is urgent to establish the basic price of lands for public management and service. In this paper, the background and present situation of the basic price of lands for public management and service are discussed from the reform requirements and academic research. The basic price of lands for public management and service are constructed from land use characteristics, technical routes, land grading, benchmark land price assessment, land price correction system.Finally, several suggestions are put forward to further improve the construction and management of the basic price of lands for public management and service.
