财政资金与资源环境、技术创新对宏观经济传导路径研究

新时代中国经济正处于速度换挡、动力转换的变迁时期。本文利用SEM模型对经济动态系统的内生变量与外生变量进行分析,得出:财政资金配置在资源环境、技术创新影响经济稳定的传导机制中作用显著。财政收支结构的变动与财政资金配置效率,是现代化经济体系建设的内在冲击因素,外部传导因素资源环境约束在优化财政资金配置中传导效应显著增强,该结论同样适用于技术创新贡献率。因此,财政资金的有效配置是改善资源环境质量的重要举措,是避免经济发展质量变革冲击产生非理性行为的根本途径,是减缓经济增长动力变革带来的非预期风险的有效保障。

In the new era, China＇s economy is in a transitional period of speed shifting and dynamic transformation. In this paper, using the SEM model of economic dynamic system analysis of the endogenous variables and exogenous variables obtained： financial fund allocation in resources and environment, technological innovation affects economic role in the stability of the transmission mechanism is remarkable. Changes in the financial revenue and expenditure structure and the allocation efficiency of financial capital, is the inner impact factors of the construction of the modern economic system, external conduction factors conduction in the allocation of resources and environment constraints in the optimization of financial capital effect remarkable enhancement, the conclusion also applies to the contribution rate of technological innovation. Therefore, the efficient allocation of financial capital is the important measures to improve the quality of resources and environment, economic development is to avoid the quality change impact of irrational behavior, the basic way of slow economic growth dynamic change of expected risk effective guarantee.
