福利多元主义视角下完善我国困境儿童社会福利体系研究

近年来,随着我国社会经济的快速发展,困境儿童问题日趋复杂,原有传统补缺型的儿童福利体系已无法承载。面对困境儿童日益复杂及多元化的需求,任何一方主体的单独介入都不能满足其需要,文章试图从福利多元主义视角出发,主张建立以政府为重要引导力量、市场为必要支持力量、非营利组织为不可或缺力量、社区为依托的多元福利体系,构建全方位的困境儿童保护网络。

In recent years, with the rapid social and economic development in our country, the problem of children in dilemma is becoming more and more complicated and child welfare system of the original traditional replacement has been unbearable. In the face of the increasingly complex and diversified needs of children in dilemma, the alone intervention by either party body can not meet their needs. So starting from the perspective of welfare pluralism, the essay tries to suggest the establishment of community-based multi-welfare system which leads government as main guiding force, the market as the necessary support force, non-profit or organized as an indispensable strength to build comprehensive protection network for children in dilemma.
