The Belt and Road Initiative and China-EU Energy Cooperation:Opportunities and Challenges

"一带一路"倡议自2013年提出以来,已经深刻影响了中国和沿线地区的关系。"一带一路"倡议以对外投资为主题,并将能源作为关键领域之一。作为"一带一路"终点的欧盟,在过去三十多年中已经同中国在能源领域开展了多方面的合作,并取得了丰富的成果。"一带一路"倡议的实施,将有助于进一步刺激中国对欧能源投资,有助于确保欧盟能源安全并促进欧盟能源转型,同时带动双方在气候变化等领域的合作,推动双方发展战略的对接。但是,"一带一路"倡议也可能给中欧能源合作带来一系列的挑战。中欧双方应着力于深度挖掘合作潜力,充分发挥机制的作用,强化政策协调和沟通,以共同应对可能的挑战。

Since its introduction in 2013,the Belt and Road Initiative(B&R)has had great impact on relations between China and the B&R countries.The B&R focuses on outbound investment and energy cooperation.As the geographical terminus of the B&R,the European Union(EU)has conducted fruitful cooperation with China in the energy sector.The implementation of the B&R will help further boost Chinese energy investments in the EU,which will strengthen the EU's energy security and accelerate its energy transition,and facilitate the synergy of development strategies of one another by fostering bilateral cooperation on climate change and other issues.Despite the opportunities,the B&R also generates a number of challenges to China-EU energy cooperation.The two sides should make more efforts to explore the cooperation potential,take full advantage of existing energy regimes,and reinforce their policy coordination to jointly tackle these challenges.
