新时代领导干部政治素质及其考评初探 被引量:31

A Tentative Study on Leading Officials' Political Quality and its Evaluation in the New Era

摘要 党的十九大报告提出,要把政治建设作为首要任务,选人用人要突出政治标准,这都涉及领导干部的政治素质问题。政治素质是干部素质体系中那些能够用于履行政治责任、完成政治使命与促进政治成长的关键素质。政治素质的内隐性、复杂性和可变性,导致了领导干部政治素质的难考评性,政治素质对于领导干部选任的关键性与一票否决制度,导致了政治素质考评结果的趋同趋中性与模糊性。但是,政治素质的客观性、外显性与层次性,也决定了政治素质的可考评性。新时代领导干部政治素质模型的内容结构,包括政治信念、政治立场、政治纪律、政治作风、政治担当与政治能力等六个维度,领导干部政治素质模型的心理结构,包括政治意识、政治思维与政治态度三个层面,我们可以此为依据进行考评。 The report of the 19th National Congress of the Communist Party of China proposed that political construction should be considered as the primary task and that political standards should be highlighted in the selection and appointment of personnel. All these involve the issue of leading officials' political quality. It is the key quality in the officials' quality system, with which they can perform their political responsibilities, fulfill their political missions, and promote their political growth. The concealment, complexity and variability of political qualities have led to the difficulties in the evaluation of leading officials' political qualities. The key role and one-vote veto system of political qualities for leading officials' selection and appointment have given rise to convergence, tendency for the middle-level and fuzziness in the evaluation results of political qualities. However, the objectivity, explicitness, and hierarchy of political qualities have also determined the evaluability of political qualities. The content structure of the model for leading officials' political qualities includes such dimensions as political conviction, political stance, political discipline, political style, political responsibility and political ability. The psychological structure of the model for leading officials' political qualities includes such levels as political awareness, political thinking and political attitude. At these three levels, We can use all of them as a basis for evaluation.
