国内外关于互联网政治特征及影响的文献分析,反映出互联网普及对社会、国家以及国家与社会互动关系产生了一定影响。在一些具体问题上,比如互联网对个人信任程度的影响以及线上参与是否能够弥补线下政治参与中的不平等等问题,研究发现不尽一致。同时,互联网通过影响不同类型的政治参与,为国家治理提供了新的机遇和挑战:互联网的普及有助于降低信息收集和传输的成本并推动决策的民主化与科学化;同时如何在网络时代进行有效的社会舆论引导和合理的网络监管,给政府提出了新的挑战。

By reviewing the literature on Intemet politics, this article summarizes and assesses the influence of Internet on society, state, and state-society relations. Existing research finds mixed evidence regarding the influence of Internet on interpersonal trust and whether network political participation can help reduce the inequality in traditional political participation. Most research agrees that the Internet brings in both challenges and opportunities to governance： Internet reduces the informational cost and promotes public participation in agenda setting and policy-making. Meanwhile, it breaks down the government monopoly over information dissemination and issue framing, which raises a challenge to the government in terms of Internet regulation and managing public opinion.
