国内外公共图书馆理事会运行模式与保障机制研究

A Research on the Operating Mode and Security System of the Public Library Councils at Home and Abroad

从权力属性来看,国外公共图书馆理事会的运行模式主要有咨询型与决策型两种,两者的显著差别在于是否拥有对图书馆事务的决策权。其中,国家层面的理事会多属于咨询型,而省(州)、县(市)层面则以决策型为主。我国公共图书馆理事会的运行模式是"议事、决策、监督"三者并行的运行模式。图书馆理事会有效运行的保障体系主要涵盖以法律政策为中心的制度体系与以行业协会为骨干的组织支撑体系,且其在图书馆发展实践中逐步完善与优化。

From the perspective of power attributes,the operating modes of foreign public library councils are mainly consultative and decision-making. The significant difference between the two lies in whether they have decision-making power over library affairs. Among them, councils at the national level are mostly consultative, while provincial(prefecture） and county(city） levels are mostly decision-making. The operation mode of the council of public libraries in our country is the parallel mode of operation of ＂deliberation, decision-making and supervision ＂. The security system for the effective operation of the library council mainly covers the institutional system centering on legal policies and the organizational support system with the trade association as the backbone,and it is gradually perfected and optimized in the practice of library development.
