新时代我国残疾人福利保障路径探析

我国残疾人事业持续健康发展,党的十九大报告提出"弱有所扶",进一步体现了国家、政府和社会对残疾人群体的关注和重视。新时代我国应积极探索中国残疾人福利保障的新路径。以树立残疾人福利保障新理念为核心,对残疾人权益的保障不只局限于物质上的满足,更注重残疾人精神上的自立和全面发展。借鉴域外残疾人福利保障的经验,分析国际趋势,以中国国情为根基,采用"政府主导、多元供给"的福利模式,促进残疾人平等充分地融入社会,并通过推进残疾人福利立法化,为残疾人福利发展提供制度性保障,提高公众的残疾意识,让残疾人与社会共享发展成果。

The cause of disabled people in China is developing continuously. The Report of 19 th CPC National Congress of the Party puts forward ＂Assist the weak＂, which further reflects the attention and emphasis of the government and society to the disabled group. In the new era, the new path of welfare protection should actively be explored for the disabled in China in order to establish a new concept of welfare security for the disabled. The protection of the rights and interests of the disabled is not only limited to material satisfaction, but also pays more attention to the spiritual independence and all-round development of the disabled. Drawing lessons from the experience of overseas welfare protection for the disabled, analyzing the international trend, taking China＇s national conditions as the foundation, adopting the welfare model of Government Leading and Pluralistic Supply to promote the equal and full integration of persons with disabilities into society, and through promoting the legislation of disability welfare, providing institutional guarantee for the development of disabled people＇s welfare, raising the public＇s disability consciousness and making the disabled and society share the fruits of development.
