The complex product system industry is not only the comprehensive expression of national manufacturing power, but also the focus of international competition. The core capabilities of the complex product system industry in global value chain include the capability of RD and system integration, the capability of scale production and market risk control, and the capability of participation and governance in the global production network. To upgrade the complex product system industry, measures such as RD capability upgrading, product market strategy upgrading,organization and operation network upgrading, and international rules participation ability upgrading should be complemented. At last, the paper puts forward that China should promote the link-up of government policy and enterprise development, accelerate the continuous upgrading of technological innovation and management ability,strengthen the organic combination of product upgrading and market demand, and coordinate the layout of globalization and localization of production network.
