腐败治理与中等收入陷阱研究

中等收入陷阱是指发展中国家经过一段时间的快速发展后,经济增长放缓甚至停止的现象,它与腐败治理具有正相关性。腐败治理做得好的国家就能成功跳出中等收入陷阱,经济继续向前发展而进入发达国家行列,反之则长期在陷阱中不能自拔,停滞不前。因此,要跳出中等收入陷阱,就必须从腐败治理入手,转变政府职能、完善市场机制,并改革行政审批制度、完善财税制度,而且要加强各类监督、加大惩罚力度,由此成功跳出中等收入陷阱。我国目前正处于中等收入的发展期,如何通过腐败治理来成功跨越陷阱,这是我们目前必须思考的问题。

The middle income trap refers to the phenomenon that the development of the developing countries has slowed down or even stopped after a period of rapid development.It has a positive correlation with control of corruption.A country with good corruption control can jump out of the middle income trap successfully and will continue to move forward to the ranks of developed countries.Otherwise,it will stay in the trap and remain stagnant for a long time.Therefore,in order to get out of the middle income trap,we must,starting from the control of corruption,transform the government functions,improve the market mechanism,reform the administrative examination and approval system,improve the tax system,as well as strengthen supervisions and punishments.At present,China is in the medium income development period.How to cross the trap by corruption control successfully is the problem that we must consider.
