论公共行政的道德责任

On the Moral Responsibility of Public Administration

公共行政道德化是当今行政改革的一个重要方向,它带来的结果是公共行政开始承担起政治职能、经济职能之外的道德职能,公共行政越来越强调自身所具有的道德责任。同时,在以交换关系为基础的现代社会,平等和自由是社会公正的主要内容,一直以来是人类追求的目标,从道德的层面对二者进行理解,必然将公正指向公共领域的核心—公共行政。公共行政也就具有了其道德责任的主要内容,即对公正的维护和供给。

The moralization of public administration is an important direction of the current administrative reform. The result is that public administration begins to assume the moral functions beyond the political and economic functions. Public administration increasingly emphasizes its own moral responsibility. At the same time,in a modern society based on exchange relations,equality and freedom are the main content of social justice and have always been the goal pursued by humankind. Understanding the two from the moral level will inevitably point towards the core of the public domain-public Administration,therefore,public administration also recognizes the main content of its moral responsibility,that is,the maintenance and supply of justice.
