军民融合发展战略与“双一流”建设战略:耦合机理与推进路径

The Coupling Mechanism and Promotion Approaches:Civil-military Integration Developmental Strategy and “Double First-Class” Construction Strategy

军民融合发展战略与"双一流"建设战略的耦合协调,对于提升高校"双一流"建设水平、促进军民融合深度发展、增强国家核心竞争力具有重要支撑作用。基于"牵引—重塑与支撑—推动"关系分析,构建了军民融合发展战略与"双一流"建设战略的耦合机理模型,揭示二者通过军民融合人才培养体系与一流人才培养耦合、军民科技协同创新体系与一流科学研究耦合、先进国防科技工业体系与一流学科耦合等相互作用机理。最后,从建立组织协调机制、构建政策支持体系及提升服务水平等方面提出二者耦合发展的推进路径。

The coupling coordination between the civil-military integration developmental strategy and the ＂double first-class＂construction strategy plays an important supporting role in improving the level of＂double first-class＂construction,the degree of civil-military integration and the core competitiveness of China. Based on its＂pull-reshape and support-push＂relationship,the paper develops a model of ＂coupling mechanism＂of the civil-military integration developmental strategy and the＂double first-class＂construction strategy,and reveals that they interact with each other by the means of the coupling of civil-military integration talent training system and world-class talent training,the coupling of civil-military science and technology collaborative innovation system and world-class scientific research,the coupling of advanced defense technology industry system and world-class discipline. Furthermore,some approaches are put forward to facilitate the coupling development of this two strategies from establishing organization coordination mechanism,constructing policy support system and improving service level.
