"一带一路"背景下粤桂两省区域生态环境问题是一个跨区域的系统性问题,因此,开展粤桂生态合作,是生态文明建设背景下筑牢区域生态安全的必然要求。新形式下粤桂生态合作存在生态治理系统性与地方利益分割化、生态治理的外部性与地方生态治理成本与收益不对、封闭的环境信息系统与生态系统的跨界性的矛盾。因此,要加强流域内生态保护和生态环境的综合治理,必须完善粤桂生态合作的协同机制、利益分成和成本公摊动态平衡机制、生态信息共享机制,以期开创出两省区为主体、区位互补、优势互补的跨省生态合作的新模式,为国内跨省区、跨流域生态文明建设提供示范。

The regional ecological environment problem of Guangdong and Guangxi provinces is a systematic problem of trans-region under the background of ＂all the way along the road＂. Therefore, carrying out ecological cooperation between Guangdong and Guangxi is an inevitable requirement for regional ecological security construction under the background of ecological civilization construction. Under the new form, ecological cooperation between Guangdong and Guangxi is confronted with the contradiction between systematic and local interests division, externalities of ecological governance and local ecological management costs and benefits, closed environmental information systems and transboundary nature of ecological systems. Therefore, to strengthen the ecological protection and ecological environment comprehensive management in the basin, it is necessary to perfect the coordination mechanism, so as to create a new model of inter-provincial ecological cooperation for the domestic inter-provincial, providing a model for the inter-basin ecological civilization construction.
