基于政策工具视角下的天津市创新创业激励政策研究

Study on Tianjin Innovation Entrepreneurship Incentive Policy from the Perspective of Policy Tools

政策工具就是政府用来影响政策变量的经济与社会变量,科学运用政策工具是促进创新创业朝着正确方向发展的重要保障。本文是在政策工具的视角下,采用内容分析法,选取2015-2017年天津市相关`的公开政策文本作为分析样本,研究了发现了天津市"双创"发展在政策工具选择和运用中供给型和环境型政策工具分配不均衡,在此基础上提出一些合理建议。

Policy tools are the economic and social variables used by the government to influence the policy variables. The scientific application of policy tools is an important guarantee to promote innovation and entrepreneurship in the right direction. This article uses content analysis from the perspective of policy tools, selects the public policy texts of relevant websites in Tianjin from 2015 to 2017 as the sample of the analysis, and finds out that the innovation and entrepreneurship development in Tianjin is provided in the selection and application of policy tools Type and environment-based policy tools are not evenly distributed, on the basis of which some reasonable suggestions are put forward.
