摘要
文章依据生产理论,将信息技术资本作为生产要素,建立了基于超越对数生产函数的两方程随机前沿模型,利用发达国家和发展中国家相关数据,实证比较了发达国家和发展中国家信息技术运作效率,并研究了国家特征对信息技术运作效率的影响。研究结果表明:发达国家和发展中国家经济增长都受益于信息技术资本;信息技术可以调节国家特征对生产效率的影响,且对发达国家和发展中国家的调节作用并不相同;在考虑国家特征的情况下,信息技术资本降低了发达国家生产效率,而普遍提高了发展中国家生产效率;发达国家存在信息技术"生产率悖论"。
Based on the theory of production, this paper takes the information technology capital as a production factor to establish a stochastic frontier model with two equations based on trans-log production function. And then the paper uses the related data of developed countries and developing countries to empirically compare the information technology operational efficiency between developed and developing countries, and also studies the impact of national characteristics on the operational efficiency of information technology. The results show that the economic growth of both developed countries and developing countries have benefited from the information technology capital; information technology can adjust the national characteristic influence on production efficiency, and the adjustment effect on developed countries and developing countries are not the same; in the case of national characteristics, information technology capital reduces production efficiency in developed countries, and generally increases production efficiency in developing countries; information technology "productivity paradox" exists in developed countries.
