欧盟研发框架计划及其对中国高校科技政策创新的启示:基于历史比较的视角 被引量:2

摘要 如何通过制定科学的科技政策提高科研水平是中国高校科技政策制定的重要目标。通过对欧盟研发框架计划缘起、演变的分析及其分阶段计划比较,提出对中国高校科技政策创新的启示及建议:以资金投入为保障,强化在战略优先领域或优势学科中的支撑引领作用;以发展基础研究设施为前提,推动跨学科合作与释放创新人才潜力;以协同创新机制为纽带,提升全球资源配置能力;以科研人员分层激励为前提,加速高层次研究人员的层次晋升;以人员培训与交流为重要措施,培养科研人员的合作创新能力;以科学与社会的融合为重要目标,提高应对社会挑战的能力。以期为高校科技政策创新提供借鉴与范式。 How to formulate scientific and technological policies to improve the level of scientific research is an important goal for colleges and universities in China. This paper analyzes the origin and evolution of the EU R&D Framework Plan, and the comparison of its phased plans, puts forward some suggestions for innovation of scientific and technological policies in Chinese universities and colleges: strengthen supporting and leading role in strategic priority field or superior discipline with fund investment as guarantee ; promoting interdisciplinary cooperation and unleashing the potential of innovative talents on the premise of developing basic research facilities ; enhancing global resource allocation capability by taking collaborative innovation mechanism as a link ; accelerating promotion of high - level researchers on the premise of stratified incentive of scientific research personnel ; taking training and exchange of personnel as an important measure to train the scientific research personnel's ability of cooperation and innovation; and improving ability to deal with the social challenges by taking integration of science and society as important goal. This paper hopes to provide reference and paradigm for innovation of scientific and technological policies in colleges and universities of China.
