组织机构信息资源管理战略规划研究——以NARA信息资源管理十年战略规划为基础的研究

Research on Strategic Planning of Organization Information Resources Management:A Study Based on the 10-year Strategic Plan for NARA Information Resource Management

文章采用词频分析、文本分析和内容分析相结合的方法,对美国国家档案与文件管理署(NARA)2006~2015年十年信息资源管理战略规划进行了研究。从规划文本的高频词分析和内容分析中,发现了NARA的战略规划聚焦的核心问题及其演变状况;从规划文本的内容分析中,梳理和提炼了十年NARA使命、愿景、价值观和目标的内容和演变特征,重点研究了NARA信息资源管理八大战略的构成和特征,并以此为基础,提出了组织机构信息资源管理战略规划的制定方法。

The paper focuses on the study of the ten years＇ information resources management strategic plan of the U.S.National Archives and Records Administration（NARA） from 2006 to 2015, using the method of word frequency analy-sis, text analysis and content analysis. From the high frequency word analysis and the content analysis of the NARA ＇sstrategic plan, it is found its core problems and its evolution. From the content analysis of the plan text, the contents andevolution characteristics of the ten years＇ NARA mission, vision, values and objectives are summarized and refined,and the compositions and characteristics of the eight strategies of the NARA information resources management aremainly studied. Based on the above content, the paper puts forward the method organizations can adopt when makingthe information resources management strategic plan.
