Analysis on the Housing Policy Stakeholders' Behavior Based on Multi-agent

中央政府与地方政府、房地产开发商与商业银行、投资投机者与自住型购房者是住房政策的核心利益相关者,反映"政府—市场—社会"等三方利益在住房领域的实现问题,它们在住房政策中各自有着不同的话语权和影响力。深入分析不同住房政策利益相关者的主体性行为,有助于有效制定住房公共政策,切实防范或降低、治理住房政策风险。在明辨三大核心利益主体及其相互间关系的基础上,阐析中央政府、地方政府、开发商、商业银行、投资投机者与自住型购房者等不同主体的住房政策心理与行为,并提出启示性思考。

The central government and local governments, real estate developers and commercial banks, investment speculators, and self-occupied housing buyers are the core stakeholders of housing policy, which actually reflect the realization of the＂government-market-society＂tripartite interests in the housing field. They have different discourse power and influence in their housing policies. An in-depth analysis on the subjective behavior of stakeholders in different housing policies will help to formulate housing public policies and effectively prevent or reduce or govern housing policy risks. On the basis of a clear identifying of the above three core stakeholders and their mutual relations, the paper analyzes the psychology and behavior of the central government, local governments, developers, commercial banks, investment speculators and self housing buyers, and puts forward some inspiring thinking.
