摘要
深入分析科学社会契约关系,搭建了利益相关者多元参与的两个平台——科研诚信与伦理审查委员会和具有科研审计资质的审计机构,从而构建起科学与政府之间的有机边界。同时,设置正当程序形成了科研活动的常态化治理模式。
The paper analyzes contractual relationship of science and society and builds platforms for stakeholders-Research Integrity and Ethics Review Board and qualified research auditing agencies,shaping an organic boundary for science and government.It also builds due process and forms a normal governance model for scientific research activities.
