生态文明视域下县域城镇低碳发展的创新思路

Low Carbon Innovation Ideas of the County Town in View of Ecological Civilization

在指出现阶段县域城镇低碳发展存在问题的基础上,从指导思想与低碳理论、重点领域、支撑体系和发展目标4个方面构建了县域城镇低碳发展的综合集成框架。文章认为,要创新县域城镇低碳发展的思路,以低碳意识为根本,转变发展理念,以规划为引领,优化空间布局,以创新技术为推动,调整产业结构,以能源结构优化为方向,开展节能减排,以基础设施为重点,推进废物综合利用,以低碳政策为保障,制定配套政策。

Low carbon problems of county town reflect in backward planning concept,unreasonable energy structure,high carbon industry,low land utilization rate,lack of low carbon infrastructure.Based on analysis,the paper build the integrated framework of the county town of low-carbon development from the guiding ideology and low-carbon theory,key areas,supporting system and the development goal.Low carbon innovative ideas of county town is as follows：take low carbon consciousness as fundamental,transform development philosophy,take planning as guide,optimize space layout,take innovative technology as drive,adjust the industrial structure,take energy structure optimization as direction,carry out the energy conservation and emissions reduction,take infrastructure construction as emphases,promote the comprehensive utilization of solid waste,take low carbon policy as guarantee,form supporting policies.
