新体制下军民融合深度发展的省级推进路径研究

Research on the Provincial-Level Propel Path of Military and Civilian Integration Depth Development under the New System

2017年军民融合步入以新管理机构、新管理规范为标志的新体制下发展阶段;军民融合由产业战略上升为国家战略;融合主体扩展为国防军队与经济社会的各方要素;融合方式更重视推动军工单位体制改革,进而实现"军民一体化"。新体制下,面对新特点、新要求,省级推进是军民融合发展的关键环节:省级可以调动配置较丰富的军民两种待融合资源,搭建好融合平台保障,避免碎片化建设,为全国范围融合奠定基础。因此,应完善省级推进路径。

Ihe integration between military and civilian has entered a new stage with new administrative organization and new management standards in 2017. The integration between military and civilian have became a national strategy instead of a formal industrial strategy. The subjects of the integration are extended to various elements among armed forces and economic society. And the integration will promote the reform of the military unit system. Under the new system,the key point of integration is the provincial-level propel force,for concentrating abundant resources from both armed forces and economic society sides,building an effective integration platform,avoiding fragmentation,laying a good basis for developing integration to the whole country. Therefore,the provincial-level propelling path need to be completed.
