邮轮安全管理之人为因素研究

Research on Human Factors in Cruise Ship Safety Management

尽管公约法规和技术发展在航运安全领域已有过百年历史,但近期不断发生的客船事故,再次暴露出现代大型邮轮依然存在发生惨痛事故的可能。基于对"歌诗达协和号"邮轮事故调查报告的分析,研究人为因素和组织机构对船舶安全的影响,并建议通过对现有公约规则的评估、安全管理体系运行质量提升等多种途径,切实提升邮轮安全管理水平。

Although conventions and regulations as well as technical development have a history of more than 100 years in maritime safety field,yet the passenger ship accidents frequently occurred in recent period has revealed again that the modern large cruise ships still have the possibility to suffer tragic accidents. Based on the analysis on＂Costa Concordia＂cruise ship accident investigation report,this paper studies the influence of human factors and organizations on ship safety,and suggests evaluating the existing conventions and regulations and improving the operating quality of safety management system,and taking other measures,to effectively improve the cruise ship safety management level.
